July Village Board Meetings

The Village of Jerome is monitoring the ongoing development of Coronavirus cases within Sangamon County. Village of Jerome Board of Trustees Meetings will continue to be held via Zoom for the month of July.

Please note that public comments must be submitted in writing and received by the Village Clerk no later than 6:00 p.m. on the day of the meeting.  Public comments should be submitted to the Clerk via email at jeromeclerk@comcast.net or by depositing them in the deposit slot to the right of the front door of the Jerome office in the municipal building.  The name of the commenter should be included with the comment. The Clerk will read public comments received into the record during the Visitors Acknowledgement portion of the meeting.

Statement from Village President Lopez and Chief Estill

In the recent days, there have been multiple reports related to the hiring of Tricia Langan by the Village of Jerome. In fact, officer Langan, who has been in law enforcement for over 15 years, had been serving as a part-time officer for the Village since August 2019 and in years prior. Officer Langan was hired by the Village of Jerome after a thorough and routine process. At the April 2, 2020 Village Board meeting, Chief Estill presented officer Langan to the Village Board as a qualified candidate for the open Sergeant position with the Jerome Police Department. As it traditionally does with candidates for open positions, and in accordance with the provisions of the Illinois Open Meetings Act, the Board discussed approving officer Langan for the Sergeant position in executive session with the advice of the Chief. Following executive session, the Board approved officer Langan for the Sergeant’s position. Importantly, officer Langan has never been the subject of discipline or a complaint related to her service as a police officer in the Village of Jerome. The village holds its police officers to the highest standards and will not tolerate the use of excessive force by any officer. Any substantiated allegations of wrongdoing against Village police officers in the future will be addressed by the Village as swiftly as legally possible, and all appropriate responses, up to and including termination, will be considered.

Public Hearing: Iles Avenue

Village of Jerome will hold a public hearing on June 18, 2020, at 6:00 p.m., by means of
audio and video conference due to COVID-19, to provide interested parties an opportunity to
express their views on the proposed Rebuild Illinois Public Infrastructure Grant (RIPI) project.

The video conference information will be available on the Village’s website, which will
include a direct link to the meeting, and the agenda posted at the Village Hall. Persons with
disabilities or non-English speaking persons who wish to attend the public hearing and need
assistance should contact Village Attorney Jason Brokaw (1 W Old State Capitol Plz Ste 600,
Springfield IL 62701-1383; (217) 525-1571) no later than Wednesday, June 17, 2020 by 4:30pm.
Every effort will be made to make reasonable accommodations for these persons.

On or about June 30, 2020, the Village of Jerome intends to apply to the Illinois
Department of Commerce and Economic Opportunity for a grant from the Rebuild Illinois program.
This program is funded by state funds as included in the 2019 Capital Bill. These funds are to be
used for a community development project that will include the following activities: Improvement
of Iles Avenue from Chatham Road to MacArthur Boulevard including a minimum of
reconstructing the roadway with aggregate and hot mix asphalt, possible valley gutters, and
possible storm sewers, and other related work. The final scope of work is planned to be
determined at the regular Village Board meeting on June 18, 2020 starting at 6:30 p.m. The total
amount of Rebuild Illinois funds to be requested is between $1,000,000 to $5,000,000 depending
on the final scope of work. The Village of Jerome also proposes to expend up to nine tenths of a
percent (0.9%) of the total project cost with a minimum of $10,000 up to $45,000 in non-Rebuild
Illinois funds on the project. These non-Rebuild Illinois funds will be derived from the following
source: Non-Home Rule Tax Fund.

Information related to this project will be available for review prior to the public hearing as
of June 10, 2020 on the Village’s website or posted at the Village Hall (2901 Leonard Street,
Jerome, IL 62704). Interested parties are invited to provide comments regarding these issues
either at the public hearing or by prior written statement. Written comments must be submitted in
writing and received by the Village Clerk no later than 5:30 p.m. on June 18, 2020. Public
comments should be submitted to the Clerk via email at jeromeclerk@comcast.net or by
depositing them in the deposit slot to the right of the front door of the Jerome office in the municipal
building. The name of the commenter, address, and participant’s role should be included with the
comment. There are no plans to displace any persons or businesses by the Village of Jerome.

The Clerk or Village President will read public comments received into the record during the Public
Hearing.
